    THE RULES

The Elk's National Golf League will conduct play according to the U.S.G.A., rules modified by any local rule as indicated on the scorecard.



WINTER RULES
  • The Elk's National Golf League will observe "Winter Rules" during regular and post season play.

  • "Winter Rules" shall be defined as follows: A ball coming to rest in a closely mown area (fairway or fringe) of the hole being played may, without penalty, be moved or may be lifted, cleaned and placed within six (6) inches of where it originally lay, but not nearer the hole and not changing surfaces (from fairway to rough, from rough to fairway, from fringe to green etc.). A Player may move or lift and place his ball once when permitted, and after the ball has been moved or placed, it is considered in play. On the putting green a ball may be lifted and cleaned but must be placed where it came to rest, it may not be moved without penalty.

  • Under NO circumstance is the ball to be moved when in the rough, in a hazard or an adjacent fairway without penalty.




LEAGUE MATCHES
  • Matches should be played "head to head" with the scheduled opponent on regular scheduled dates.

  • Matching scorecards is NOT permitted. Players not playing "head to head" and attempting to match scorecards will receive zero (0) points for their respective rounds.

  • If a player is not able to attend a regular scheduled league date and can arrange their match prior to the schedule Wednesday night it will be considered a League match with the following provisions:

    1. Both players must consent to the new date and the match must be played "head to head".

    2. Play should be from the scheduled side (front or back) and scheduled tees (white or blue). Exception: The course manager may dictate the side due to the amount of play.

    3. Both players shall sign and date the scorecard. The scorecard shall be turned into the Pro Shop at the completion of the match.

    4. A match can only be scheduled six (6) days prior to the schedule date or the Wednesday previous to the scheduled date.

    5. Players shall notify a league Officer of any match played prior to the schedules league date.





VACATION EXCEPTION
  • If a player will be out of town for tow (2) continuous weeks he can request a vacation exception to play a second match prior to the scheduled league date. The vacation exception must follow the above list requirements and MUST BE APPROVED BY THE LEAGUE OFFICERS.




TEE TIMES & TEE BOXES FOR LEAGUE MATCHES
  • League matches will be scheduled for tee-off from 4:00pm to 5:30pm on Wednesday nights unless changed by players mutual consent.

  • 'A' & 'B' & 'C' Flight: Play shall be conducted from the BLUE TEES for the 2009 regular season and post season.

  • 'D' & 'E' Flight: Play shall be conducted from the WHITE TEES for the 2009 regular season and post season.

  • At the beginning of play a player SHALL NOT place a ball in reservation position at the tee area unless ALL members of the group are present at the tee.




ADVERSE WEATHER CONDITIONS
  • In the event of adverse weather conditions the decision to suspend play will rest with the Golf Course Management and League Officers.

  • Suspended play shall resume with the decision of the Golf Course Management to reopen the golf course and the League Officers decision regarding the ability to complete 100% of the matches scheduled for that day.

  • In the event League Matches are cancelled, a rain date has been included for each half of the 2009 season.

  • In the event League Matches are cancelled, matches played prior to the scheduled league date will not be recorded.




PROHIBITED ITEMS
  • The NO MULLIGAN rule will be observed during League Matches.

  • Players will complete play on each hole. NO putts should be conceded.




INDIVIDUAL SCORING
  • Each League player in attendance who completes his scheduled nine (9) hole round will receive two (2) points. Hereafter referred to as "show-up points".

  • Each substitute player in attendance who completes his scheduled nine (9) hole round shall receive one (1) point. Hereafter referred to as "show-up point".

  • A player or substitute player will win, tie, or lose one (1) point every three (3) holes played in a "hole-by-hole" match play format for a grand total of three (3) points to win, tie, or lose in a nine (9) hole match.

  • A player or substitute player will win, tie, or lose one (1) point by "medal score" in a nine (9) hole match.

  • In the event a player does not have an opponent (No Show), he will tee off with the last group of the league, complete the scheduled nine (9) holes and turn in a signed and attested scorecard.

  • For a league match, the total points possible for a league player will be six (6). The minimum points possible will be two (2).

  • For a league match, the total points possible for a substitute player will be five (5). The minimum points possible will be one (1).

  • A signed and attested scorecard must be turned in to the league secretary or deposited at the score sheet area at the conclusion of the match.

  • EACH PLAYER IS RESPONSIBLE TO VERIFY THAT HIS SCORE IS RECORDED PROPERLY ONT HE SCORECARD PRIOR TO BEING SIGNED AND TURNED IN TO THE LEAGUE SECRETARY.






TEAM STANDINGS
  • The first half of the season will be comprised of eight (8) matches. The team in each conference of each division, with the most accumulated points at the completion of the first half shall be declared the first half winner.

  • The second half of the season will be comprised of eight (8) matches. The team in each conference of each division, with the most accumulated points at the completion of the second half shall be declared the second half winner.

  • In the event two or more teams are tied at the completion of the half, the League Officers with the Team Captains of the team involved will determine the time of a playoff to establish the outright conference winner that that respective half.




POST SEASON PLAY
  • Conference Playoffs
    In the Jim Tracy division and the George Heller Division the first half upper conference winner will play the second half upper conference winner. The first half lower conference winner will play the second half lower conference winner. The Upper and Lower conference winners will meet to determine the division winner.

  • Divisional Playoffs
    The upper conference winner will play the lower conference winner to determine the winner of the Jim Tracy Division.
    The upper conference winner will play the lower conference winner to determine the winner of the George Heller Division.

  • League Championship
    The Jim Tracy Division winner will meet the George Heller Division winner in a final match to determine the 2009 League Champion.
    Scoring for the post season playoffs and league championship will be the same as during regular season league play. However, at the conclusion o fthe playoff match, the match shall continue hole-by-hole in a "sudden death" match play format starting on hole #10 and continuing until one player is 1-up. In the event all team members do not follow the "sudden death" format and a tie match occurs, the team with the lowest combined stroke total shall be declared the winning team.
    A substitute player for any scheduled post season match MUST be approved by the league officers at least 24 hours prior to the scheduled match. A substitute player in post season play cannot have been a regular league player.




FINAL DECISIONS
  • The League Officers shall make decisions on any points or issues not specifically covered in the rules.
